Bunker checklists

One of the main objectives of the working group was to create harmonized bunker checklists for known bunkering scenarios. These checklists reflect the extra requirements of ports with regard to bunker operations of alternative marine fuels in or near their port environment. By using bunkering checklists, a high level of quality and responsibility of the bunker operators can be obtained.

Implementing harmonized bunker checklists in ports will also be of great benefit to the vessels (and their crew) bunkering in other ports because it will reduce the potential confusion caused by having to comply with different rules and regulations in different ports.

Ship to Ship checklist

Within the IAPH Liquefied Gas bunker checklist series, the Clean Marine Fuels working group provides a checklist for Ship-to-Ship bunkering of liquefied gasses as a marine fuel in a port. For example, Liquefied Natural Gas (LNG), Liquefied Biogas (LBG), and Liquid Hydrogen (LH2).

The checklist is available in two alternative versions. Ports or other competent authorities may choose either version A or B to be applicable for their port. But what is the difference?

  • Version A has been developed specific for project-based bunkering of vessels alongside a quay where the site operator is fully engaged in, and has a shared responsibility for, the safety of the STS bunkering.
  • Version B has been developed specific for the bunkering of vessels alongside a “Bunker Ready Terminal”.

IAPH recommends that terminals should be involved in the process to enable and ensure safe bunker operations at their berths. The choice as to which checklist is to be used in a port should be based on the formal responsibilities of the terminal, which may depend on national or regional legislation. If the formal role of the terminal includes certain responsibilities with respect to the STS bunker operation, STS bunker checklist ‘A’ would be the checklist of choice. In case the terminal only is to be informed on which operational risk mitigation measures are to be taken during STS bunker operations, version ‘B’ would be checklist of choice.

The LG STS bunker checklist is a safety tool on an operational level. Independent of the choice of bunker checklist, port authorities or other competent authorities should acquaint themselves, that terminals are also involved on a system safety level. This way ensuring safe bunker operations of liquefied gas as a marine fuel by having terminals perform the correct procedures in both preparatory and operational process states.

Truck to Ship checklist

Within the IAPH Liquefied Gas bunker checklist series, the Clean Marine Fuels working group provides a checklist for Truck-to-Ship bunkering of liquefied gasses as a marine fuel in a port. For example, Liquefied Natural Gas (LNG), Liquefied Biogas (LBG), and Liquid Hydrogen (LH2).

The checklist is available in four alternative versions. Ports or other competent authorities may choose either version A, B, M or T to be applicable for the situation. But what is the difference?

  • Version A has been developed specific for the bunkering of vessels using a tank truck at a bunker facility under supervision of a Bunker Facility Operator (BFO). The BFO is fully responsible for the land-based activities of the bunkering, the truck operations and bunkering area.
  • Version B has been developed specific for the bunkering of a vessel by truck, overall controlled by the receiving vessel on a site outside a terminal.
  • Version M has been developed specific for the bunkering of vessels using multiple tank trucks connected to a multiple manifold rig at a bunker facility under supervision of a Bunker Facility Operator. The BFO is fully responsible for the land-based activities of the bunkering, the trucks operations and bunkering area.
  • Version T has been developed specific for bunkering of vessels at a terminal under supervision of a Bunker Facility Operator. The terminal has a role in controlling land-based activities but is not involved in the safety management of the bunker operation.

The checklists contained in this section are for general use in order to maintain appropriate safety levels when bunkering liquefied gas as a marine fuel in situations to which these checklists apply. If you would want to use these checklists for inclusion in the rules, requirements and/or guidelines applicable in your area of responsibilities, you are free to do so provided the following conditions are met:
