Port of Rotterdam – Harbour Emission Service Platform (HESP)

The Port of Rotterdam Authority wants to be a pioneer in the energy and raw materials transition. We aim to significantly reduce emissions in the port area and transport chains. To achieve this, it is important that colleagues and partners of the Port Authority have good and reliable information about this. The Harbour Emission Service Platform (HESP) provides insight in realized emissions for transport in the port of Rotterdam. Based on the transport movements in the port, it calculates how much CO2, nitrogen and particulate matter is emitted. HESP includes sea shipping, barge, rail and road emissions.

In the Port of Rotterdam, we want climate impact to be structurally factored-in when making decisions. It must become possible to determine the climate impact of possible (policy) measures and investments by means of scenario calculations. This can be used for prioritization and steering of projects. After the realization of a project, we are monitoring to what extent the intended effects have been realized. We also monitor whether we are on the right track towards our sustainability goals, and can determine if and where we need to make adjustments to achieve the goals.

As a landlord port authority however, we cannot achieve our sustainability goals on our own, and hence it is important to also encourage partners and customers in the port to reduce emissions. Good information is crucial in this regard. With HESP, we offer our employees, partners and customers the necessary insight in current emissions and help them to identify emission-reduction measures.
