Djibouti Ports and Free Zones Authority – AI-Powered ECTN Platform

For decades, cargo tracking and customs documentation across African ports relied heavily on paper based processes. This led to revenue leakage, delays at ports, and very limited visibility into what was actually coming in and out. We wanted to change that. SCK Representation, in partnership with Djibouti Ports and Free Zones Authority (DPFZA), deployed a cloud native ECTN (Electronic Cargo Tracking Note) platform in 2023 that completely digitalized the cargo documentation and tracking process for the Port of Djibouti.

The platform uses AI and machine learning to validate shipping documents, cross reference HS codes, flag anomalies in cargo declarations and automate the issuance of electronic tracking notes. Before our system, most of this was done manually which meant human errors, slow processing times and significant gaps in customs revenue collection.

The results speak for themselves. Within the first year of deployment, Djibouti saw a 28% increase in duty collection revenue. Not because tax rates went up, but because the system catches under declarations, misclassifications and missing shipments that used to slip through the cracks. Processing time for cargo documentation dropped significantly and the port authority now has real time dashboards showing cargo flows, revenue metrics and compliance rates.

What makes this project particularly relevant for the Digitalization category is the scale of transformation. We went from a largely paper based system to a fully digital, AI driven platform that connects shippers, freight forwarders, customs authorities and the port in one ecosystem. The platform currently handles over 2,500 certificates per month and the same technology is now operational across 31 African countries with localized versions (BESC, CTN, ACD, FERI etc.) adapted to each country’s regulatory framework.

Our infrastructure is ISO 27001 certified and SOC compliant, which was critical for getting government buy in. The project demonstrates that port digitalization doesn’t have to be a multi year, big budget initiative. With the right technology partner, real impact can happen quickly.
