Port of Surigao – Build-A-Reef initiative to revitalize marine ecosystems

The Philippine Ports Authority’s Port Management Office (PMO) of Surigao, led by Port Manager Froilan U. Caturla, has launched the innovative “Build-A-Reef Project” to protect marine ecosystems. This initiative unites PPA-PMO Surigao with the 72nd Naval Group Reserve (NGR) under a unique leadership arrangement where key personnel serve dual roles in both organizations.

The 72nd NGR has expanded beyond traditional military functions to embrace environmental advocacy and socio-economic development. This conservation effort aligns with Surigao City’s designation of the area as a Coral Reef Preservation Area (CRPA), embodying a community-centered approach that benefits both ecosystems and local economies.

PMO Surigao’s hands-on involvement included designing and manufacturing artificial coral reefs and overseeing their placement along Surigao City Boulevard. Port Manager Caturla mobilized PMO assets, including the Patrol & Rescue Boat, ensuring successful implementation.

Following Surigao City Ordinance No. 505 (April 2024), the project fostered collaboration between PPA-PMO Surigao, Surigao City Environment and Natural Resources Office, Philippine Navy Reservists, government agencies, and private entities. Their joint operation on November 9, 2024, established a foundation for continued environmental partnership.

The initiative advances multiple UN Sustainable Development Goals: creating resilient coastal infrastructure (SDG 11), preserving marine ecosystems (SDG 14), and establishing effective multi-stakeholder collaborations (SDG 17). Through this project, PPA-PMO Surigao demonstrates how maritime authorities can become proactive environmental stewards, creating a model for sustainable port management throughout the Philippines.
