As Northeast Asia’s leading liquid cargo hub, Ulsan Port handles approximately 31.2% of South Korea’s liquid logistics. Due to the high volume of hazardous material carriers, the port inherently faces severe risks of complex fires and explosions. Motivated by the critical need to prevent large-scale disasters, Ulsan Port Authority (UPA) has pioneered a specialized, comprehensive safety management system.
By operating the ‘Maritime Safety Belt’, a robust cooperative framework expanding to 19 private, government, and public organizations, UPA has successfully established a 24/7 preventative monitoring network, utilizing port-specific smart weather services. To maximize response capabilities, UPA integrated its information platforms (PortWise and Port-MIS) to cut essential accident verification times. Through the Maritime Safety Belt’s collaborative efforts, extensive reserves of specialized alcohol-resistant foam were secured, and the nation’s largest high-performance fireboat was introduced for emergency deployment.
This initiative has earned the highest “Excellent” rating in national disaster management evaluations. By securing uninterrupted business continuity and minimizing material risks, these efforts deliver an advanced, replicable safety model for hazardous material handling ports worldwide.
