Ports of Corfu, Kavala, Lavrio and Rafina – Decarbonizing the Greek TEN-T Comprehensive Ports

DECOMPRES – Decarbonizing the Greek COMPREhensive PortS is an ambitious, EU co-funded initiative under the CEF Transport programme, aiming to decarbonise four key Greek ports — Rafina, Lavrio, Corfu and Kavala — through shore-side electricity (SSE) infrastructure. The project involves the construction of operational SSE systems in the Port of Rafina, which will act as a lighthouse for the implementation of studies and future works in the remaining three ports. DECOMPRES is expected to significantly reduce maritime emissions and improve energy efficiency, aligning with the EU Green Deal and the Sustainable and Smart Mobility Strategy.

For the first time in Greece, ports of different typologies and geographies — island (Corfu), mainland (Lavrio, Kavala), and high-volume passenger (Rafina) — join forces under a single decarbonisation strategy. The project, coordinated by Lavrio Port Authority and supported by public and private stakeholders (including NTUA, HEDNO, HRADF, PROTASIS, HYDRUS, GATES), establishes a model of national collaboration for sustainable infrastructure development.

Expected results by the end of project in 2028 include: four operational SSE connections at Rafina; completed technical, environmental and financial studies for Lavrio, Corfu and Kavala; grid upgrade readiness; and a harmonised framework for replication. The methodologies and outputs will serve as reference material for other Greek and Mediterranean ports. The project directly contributes to five UN Sustainable Development Goals: SDG 7 (Clean Energy), SDG 9 (Industry & Infrastructure), SDG 11 (Sustainable Cities), SDG 13 (Climate Action), and SDG 17 (Partnerships). With a €9.67 million budget (85% EU-funded), DECOMPRES delivers a scalable and transferable model for green port transformation and maritime decarbonisation across Europe.
