The Port of Tagbilaran has evolved significantly since the 2013 earthquake, which served as a catalyst for reconstruction and modernization. Motivated by the need for safer, more resilient, and passenger-friendly operations, the port adopted a multi-faceted strategy guided by sustainability, innovation, and proactive leadership.
The project’s objectives are to modernize security protocols through advanced x-ray scanning and digitalized manifests for faster, safer cargo and passenger inspections; to upgrade infrastructure via weather-resistant polycarbonate-covered walkways, expanded terminals, and backup areas to ensure seamless operations during peak traffic and disruptions; to enhance health and safety standards through training, coordination with local health units, and enforcement of updated occupational health and emergency protocols; and to promote environmental sustainability through active participation in Earth Hour, coastal clean-up drives, and involvement in DENR-led water quality monitoring programs—strengthening eco-awareness within the port and surrounding communities.
Key achievements include terminal expansion, the addition of a fastcraft berth, and increased capacity to accommodate foreign vessels and cruise ships—boosting commerce and tourism. Rebuilding efforts post-2013 also delivered a new cargo backup area, a reliable power system, and sustainable dredging and expansion to handle larger vessels.
During the COVID-19 pandemic, the port quickly adapted health protocols, coordinated closely with local health authorities, and maintained essential port operations while ensuring the safety of frontline workers and passengers—demonstrating institutional resilience under global crisis.
Environmental initiatives include a sewage treatment plant to reduce marine pollution, solar-powered streetlights to cut emissions, and wave-inspired walkways that enhance comfort and reflect the port’s coastal identity.
These efforts align with IAPH evaluation criteria by promoting innovation, sustainability, resilience, and a strong commitment to health, safety, and environmental care. The Port of Tagbilaran now serves as a model for small- to mid-sized ports seeking future-ready, community-centered development.
