The Port of Subic Bay Ridge-to-Reef Blue and Green Carbon Conservation Program demonstrates how one of Asia’s largest former military installations was transformed into a globally competitive international port while protecting and restoring critical natural ecosystems. Following the withdrawal of United States forces in 1992, the former U.S. Naval Base was converted into the Subic Bay Freeport Zone under Republic Act No. 7227. Today, the Port of Subic Bay is recognized as one of the world’s most successful military base conversion projects, attracting more than USD 11 billion in investments while serving as a major hub for trade, logistics, tourism and manufacturing.
What makes Subic Bay unique is that this economic transformation occurred alongside the protection of approximately 10,000 hectares of forest ecosystems, 61.63 hectares of mangrove forests, interconnected watersheds, marine habitats, and indigenous ancestral domains. Rather than treating environmental protection as a compliance requirement, the SBMA integrated biodiversity conservation, ecosystem protection, and climate resilience into the core of Freeport governance and port operations.
Recognizing that healthy ecosystems are essential to resilient port operations, SBMA adopted a Ridge-to-Reef Conservation Strategy that manages forests, watersheds, mangroves, marine ecosystems, and port activities as interconnected natural infrastructure. The program evolved into the Subic Bay Ridge-to-Reef Blue and Green Carbon Conservation Program, integrating science-based biodiversity monitoring, indigenous stewardship, community participation, environmental governance and climate action. Through this initiative, SBMA has transitioned from traditional conservation activities toward measurable ecosystem management.
The program demonstrates that biodiversity conservation and sustainable port development can be mutually reinforcing objectives, providing a replicable model for ports worldwide seeking to balance economic growth, environmental stewardship and climate action.
