Building on the IAPH award-finalist BilbOPS initiative, the Port of Bilbao is developing a Renewable Port Energy Community to address a major challenge facing ports worldwide: maintaining competitiveness while accelerating decarbonisation under increasing grid capacity constraints. Recognising that energy availability, affordability and predictability will become strategic determinants of future port competitiveness, the Port Authority assumed a leadership role in convening shipping lines, terminal, industries, an e-fuels producer, offshore wind manufacturers, technology centres, energy authorities and grid stakeholders to co-design a shared long-term energy vision for the port ecosystem.
The initiative is based on a simple principle: Produce – Retain – Share. Rather than relying solely on external grid expansion, the Port Authority is developing an integrated model combining shore power infrastructure, renewable energy generation, energy storage systems and a digital platform to maximise the value of locally produced energy within the port community. To support decision-making, real energy demand data representing more than 350 GWh of annual consumption was collected from key stakeholders across the port ecosystem. Together with Tecnalia, Saitec and the Basque Energy Agency, four alternative energy models were analysed to identify the solution delivering the greatest collective value.
The study demonstrated that a fragmented approach would unlock approximately 20 MW of renewable generation by 2030. Through an integrated Renewable Port Energy Community, the Port of Bilbao can unlock around 50 MW while retaining more energy within the port ecosystem. This improves energy price competitiveness and predictability for both shore power users and port-based industries, strengthens long-term energy resilience and supports industrial decarbonisation.
The project’s greatest innovation is not technological but organisational. By transforming individual energy consumers into a collaborative energy community, the Port of Bilbao is creating a scalable and replicable model that advances SDGs 7, 8, 9, 11, 12, 13 and 17 while delivering shared value for the entire port community.
